A good dealer will inspect the trade-ins prior to selling, and put the camper in good working order. That way they know how to represent the unit and disclose any issues. On the other hand, there are plenty of dealers that aren't that good/honest and may simply clean the unit and offer it for sale and let the buyer beware.
With your budget, you might be able to locate a new 2013 left over that you could snag at a great price and it will still have a new unit warranty. You might want to consider even financing a small difference for the right unit.
