On one of our trips through the Florida panhandle we experienced about what you're describing with our F250/32.5' TT. It wasn't too bad but required constant steering corrections of about 2" on the steering wheel. It doesn't alarm me but it's annoying after a while. I've been told by others that adding the sway control arms to my Reese Dual Cam hitch would eliminate the waggle. Right now I have no sway control and so far haven't had any sway that I would consider abnormal for our size trailer with no sway control. I did tow a boat many years ago that had been moved back on the trailer to lighten tongue weight. At above 55mph, it would start to oscillate on its own. THAT was sway and it was scary and dangerous. We stopped and moved the boat forward and problem solved. For our TT, I'll likely end up adding the DC arms and it will solve the annoying waggle.
