Not necessarily. It wasn't for my mother's house: she has to power a well pump (220V, I think 9 amps) and a power-hungry forced-air furnace. (And she DOESN'T have an electric water heater.)
Its true that many generators are not wired for 220. Gotta plan for that. However an 8 Kilowatt should be able to handle pumps, furnace motors, lighting, refrigeration etc. A proper backup panel should be used. This insures only critical loads are switched over and people can't turn on dryers,, ovens etc. My personal preference was and still is a 6 to 8 KW diesel gen with a 100 gallon tank.
