DHS is a conglomerate of several agencies. Nothing much more than what was out there before. Perhaps a little better and broader sense of responsibility. It works really well for different agencies. There is a lot more intel sharing than ever before. Not just within DHS or any other Federal Law Enforcement Agency, but within the Law Enforcement community as a whole. Even crossover intel between military and law enforcement when it deals within the borders of the United States. Before 9-11, agencies didn't share information, at least not like they do now. They were basically working against each other than with each other. I think most states now have "Fusion Centers" which are made up of employees from various law enforcement agencies. Their intel gathering and investigating has proven to stop a lot of catastrophes. As a member of the Federal Law Enforcement community, I can tell you that there is a lot that goes on and that people do not hear on the news.
