I have been doing some research on this since you first posted the question. As a retired LEO, I have several sources to call on and NOT one had ever seen or heard of such a light. However, they all said one thing that leads me to lean towards one agency. Every one I talked to said that DHS is setting their own rules and procedures and that they would lean toward this being some sort of DHS response team. They all also said that DHS talks to no one, or lets any other agency know what is happening within their jurisdiction, so believe what you want.
