Combined red/blue emergency vehicle lighting is certainly nothing new, and most likely the triangle shape is irrelevant as far as an agency identification. More likely it's simply a manufacturer's design choice. My guess in the OP's scenario is that it was just an escorted convoy of some sort; diplomats, prisoners, witnesses, whatever...
