Stray Voltage?

My RV has a stray voltage problem, and I'm wondering if anyone has any good ideas on how to find or fix the problem.

My daughter complained to my wife that she thought she was getting shocked when touching the bare metal on the outside compartment door. My wife dismissed it when she checked it several days ago but last night my daughter said it happened again and my wife confirmed it, but when I went out and tried it nothing, until I realized they were standing in water after a recent rain, bare foot. Once I removed my shoes and stood in the water I could feel it too.
I got out my multi-meter and sure enough got 15 volts A/C showing when I touch bare metal on the framework of the RV, and drop the other end into the puddle on the ground.
Haven't had time to do much troubleshooting yet and am at work now so looking for suggestions for when I get home. My only thoughts are to turn off the circuits one at a time and try to narrow it down to an area, but not sure if that will work. None of the breakers is tripped and none of the GFCI's are tripped. I have one of those plug-in circuit testers with the 2 orange lights and 1 red light that test for polarity and it shows good (two yellow lights) wherever I've plugged it in. Most all of the electrical outlets look to be those fast connect type that are mounted in wood paneling like under cabinets so they don't ground at the outlet point but back in the circuit breaker panel.
Could this be a problem with the power pole, or stray voltage going through insulation but too close to metal? The RV is 2 years old so out of warranty.

  • A "hot skin" condition which can potentially be fatal. Disconnect from the pedestal immediately and do not reconnect until the problem has been fixed. Report it to the CG office immediately. If the CG refuses to do anything, report it to the local electrical safety authority and move to another CG. It's even possible more than one pedestal is affected and others are at risk.

    Do not take a situation like this lightly. A 3 year old boy was electrocuted last year from a hot skin in an RV.

    Causes are a mis-wired pedestal or shore power cord, or a faulty ground somewhere. Good info. from No-Shock Zone on this here and here.
  • Also check the ground on your cord to the pedistal. It is definitely a ground issue.
  • I'd start by checking the ground at the pedestal. Then check all the ground connections in your breaker box.
