Clearly yes and the Governor and Mayor both agree it did. The Mayor said she would have canceled it if advised to do so by the health officials. It appears no one advised the public officials of what was coming in just a few days. That does not explain New York, Chicago, New Jersey, California, Washington state or Oregon. This crud likes social beings therefore the way to tame it is to spread out and give it a chance to burn itself out. We are clearly behavior the curve in that regard.
