If they tested everyone in the country, they could isolate those who test positive, whether or not they are symptomatic. Makes more sense than isolating the whole population.
But - start with the people with risk factors staying home - self isolation for their own good.
Self responsibility could have been a good thing.
Just not sure if that would have been possible. In our experience... I've got an 87 yo MIL that we have been trying to educate about keeping safe. She agrees and says she understands, but then I've got a BIL who just won't protect her from himself and his 13 yo son who is allowed to play with kids in their neighborhood (because of boredom) and then goes over to visit her. We tell her she is responsible for protecting herself - since we can't talk sense to her son. We live afar so can only nag over the phone...
