That's a very valid point. The tourism/cruise industry and airlines will take awhile to recover as one example. If "allowed" to go do all of these things, many people will certainly be wary to.
It does beg the question then, do the governors need to keep "ordering" these things or will enough behavior have already changed to limit the consequences of this virus?
