Vast majority held jobs through the Great Depression (worst time still had 75% employment). Wasn't a great time to be in any business that was into leisure activities (obviously no RVs back then)
Also your 22mil doesn't include independent contractors and business owners now bankrupt.
Hard to say with certainty. This is certainly the biggest rate of change by a couple orders of magnitude over the next highest. It may just be that the stats haven't caught up with reality.
