Tires sitting on composite decking?
Just finished laying down my uncovered outdoor gravel parking pad. (3/4" Bluestone with smaller fines in it) I was going to put down a few plywood strips and get some rubber mats to keep the tires...

Black rubber may not be a good idea as Goodyear says not to store tires long term on black asphalt or on white sand or snow.
My trailer sits in a shed on so the sun can't reach them with 1 1/2" crusher run limestone.....with wood under the tires.
The sun kills rubber.
