Do you pay more to drive on the highways than other people? If you have the right to pass on the right, doesn't the have the right to drive on the left?

Gosh, I thought all lanes of the road were built to drive on. Did not realize you had to be "assigned" a specific lane. I have been passed on the left and on the right. Especially when on a 3 lane hwy. I usually stay in the middle lane at the posted speed limit. That way, when someone wants to merge onto the road, I do not interfere. Until laws are passed requiring people to stay right except passing, you are p***ing in the wind giving advise. :S
