Not that the law stops anyone from doing as they darn well please. I routinely encounter some self-important jackwagon clogging up the passing lane at 5 MPH under the posted speed limit while a line of angry traffic sits behind him. These are the folks who only use their mirrors to confirm that they do not have spinach in their teeth.
It's the law here in KS also, once you are outside of city limits. Unfortunately it is a law nobody cares to obey.
