Oregon has a law stating you must drive on the right when "...operating a vehicle upon a roadway at less than the normal speed of traffic at the time and place and under the conditions then existing..."
The big question is how do you define the normal speed of traffic. Is i the posted speed limit or how fast the majority of the drivers are travelling?
I was listening to the scanner several years back and heard a the state patrol dispatching a trooper to investigate a complaint of a slow driver in the left lane of an interstate. The trooper radioed back a while later stating the driver was clocked at 55 MPH (the speed limit) and not cited.
As for me personally, I drive the speed limit 99.9% of the time and I stay out of the left lane unless I'm actually passing someone or preparing for a left turn.
