Sounds like you don't know if the valve is opening or if the snake is getting past the valve. (If the handle and rod come up, it's opening unless it snaps though)
You still haven't replied, how long since it's been dumped? How long living in it. How often it gets dumped etc.
How high is the sht in the tank?
This is a typical problem with tanks that are stationary and don't get maintained.
