When I started building equipment trailers in the 1970s, Arizona had an 8' width limit. Sometime in the 1980s it changed to 8'-6". It was real hard to keep the trailers under 8' wide with a deck between the wheels. It's easy if you put the deck on top of the tires and wheels, but then you have to deal with a high deck. In AZ, only hard surfaces counted, so the bulge in a tire on the ground didn't count, but the steel rim or the bearing dust cover did count. I figured that most states went to the 8'-6" laws a long time ago. I guess some things take time to change.
