In my experience, most campgrounds have a suitable building (like a block restroom, office, or rec room) that would at least be better than an RV. But not all places will designate it as such. And most are not equipped or trained to alert campers in the event of tornado warning. Like most things in life, I think it's probably best to plan on protecting yourself from such emergencies and not rely on the campground host or others (including the government) to protect you. A weather radio and some pre-planning is about all one can practically do. After than, it's up to God.
