There is a fuse (60a I believe) with a t-handle in the TIPM. The fuse is labled IOD (ignition off draw). Pull it and you will be good to go. Utility outlet will still be powered and you will not lose any radio presets. Only the clock will have to be reset.

I have a 2008 JKU. It definitely has the steering wheel lock.
we flat-tow our jeep. I thought that I didn’t need to worry about this because it was a 2008 and the owners manual says this isn’t a concern for this year. However, reading the forums, some early 2008’s still have the steering column lock… as I sadly learned when going around a sharp corner… it locked up.
So now, to flat-tow: I pullout the FOI fuse, turn the key over to the first position, plug the brake buddy into the cigarette lighter and whalaa! Good to go!
