You can download a copy of the Constitution of the United States from many places.. a true copy. both as an APP or as a PDF Even before the INTERNET there were places you could download a copy and I did and printed it out and kept a copy or two in my locker at work as well as on ye old disc drive.

I have not seen that. in fact I've seen many laws and rules where states LIMIT entry into their states.. For example if you travel from AZ to CA there is a check station and if you are carrying counter-band.. Turn around and go back.. People have crossed from MI to Ohio in violation of a quarantine and been arrested and their property which is what was quarantined destroyed.
That last was for medical reasons by the way (Emerald Plant Borer quarantine against transporting bark on firewood 500 Pounds of it).
So I do not think there is any constitutional violation and highly recommend you download and read both the Constiution and the Declaration of Independence....

I think wearing protective face mask would be plenty protection to prevent spreading virus IF someone had it.

States, counties and cities have their own respective Covid-19 regulations.
Bay Area in CA can give you a citation, with fine of $1,000 if I recall correctly, if a LEO sees and apprehend you.

Are you supposed to check in and say you're under quarantine? This whole subject sounds ridiculous, kind of like using the honor system to enforce speed limits.

Self quarantine doesn't mean you can't leave the trailer. It's just a recommendation that you should avoid public interaction. I don't see how it's feasible, we have the same thing in Michigan.
Folks from Detroit and Chicago coming up to their Lake Michigan cottages for the weekend are supposed to self qt for 14 days, well, they're here for three and the first thing they do is stop at the grocery store which is public interaction.
Traveling in an RV, if it's a bigger one maybe you could stock up with food and supplies, so you don't have to re-provision right away? This limits your public interaction.
Unfortunately not true. From a recent email I received from recreation.gov. " Please be aware that out-of-state travelers are required to follow the governor’s 14-day quarantine directive before they recreate in Montana including camping in this campground, due to the risk of spreading COVID-19 and taxing local healthcare resources. The directive can be found at https://covid19.mt.gov/. This directive includes the requirements that those in quarantine cannot leave for groceries, recreation, work or any other activity and restrictions on group size."
Also received a similar email from a private campsite saying along the same lines in MT. They had previously said their general store was stocked for provisioning. But then sent out another email a week later saying if you come you stay in your rig bring your own supplies :(

National parks and forests are subject to federal guidelines. National forest gave out statement that they will do phased opening defending on local conditions.
State and country parks are within local jurisdictions and subject to state and local authorities. A few are already opening and outdoor recreations are on top of their lists -- again, also subject to local Covid-19 protocols.
