Why would someone put out money to dump an old RV at a park, when they can simply drive it to an empty road and dump it there? And most people know that simply removing the plates doesn't make it unidentifiable - there is still the VIN.
The reason for the rule is simply because it gives park owners the flexibility to deny unwanted people from staying in their parks - and the odds of the unwanted arriving in old junker RVs is greater than their arriving in new ones.
