I see bad drivers driving about everything out there from the biggest semis to the smallest cars. It sure looks like in this case, UNLESS THERE IS A MECHANICAL ISSUE WHICH WE DON'T KNOW ABOUT, the fault would be on the semi driver. Most semi drivers are good, but there are sure more bad ones than I saw 20-30 years ago.
My pet peeve is often with those driving the smallest cars. They may not have ever driven anything over 2,500 lbs. If you leave some space between you and the vehicle in front that is adequate for your weight and speed, they will soon get in your buffer zone. They are all assuming you can stop as fast as their tiny car.
