At least here in NY state, there are only certain things that a trooper can pull you over for. Speeding, erratic driving, seatbelts, cell phone use, creating a dangerous condition, etc..
If you are obeying the speed limit and driving normally, I don't think they can pull you over for a double-tow, even though it's illegal. Or, they may be simply looking the other way.
Every now and then I'll see an RV double in rush hour traffic on the expressway in Rochester NY. You'd think that 50 troopers would have pounced on that rig the second it crossed the border, but somehow they made it this far, and nobody is giving them any hassle about it.
