What you saw was not a legal combination in IL. The driver could have been stopped, cited, and forced to unhook before proceeding.
But not surprised that you saw it. People do all kinds of illegal and stupid things. After nearly 42 years in law enforcement you quickly learn never underestimate the stupidity of man or the amount of lying man will do just to get by with something they want to do. I once stopped a Class A pulling a box trailer that had a ball hitch on the trailer that was connected to a Dodge Durango that had a boat connected to the Dodge. 4 vehicles in combo. He had driven almost 100 miles in IL before I stopped him. His defense was if he was illegal then he should have been stopped sooner. I cited him for illegal combination and overlength. He also had to unhook that mess.
Here's IL's statute on what is a legal combination. I've highlighted the part of the statute that identifies what you saw as being illegal.
625 ILCS 5/15-107
(5) Recreational vehicles consisting of 3 vehicles, provided the following:
(A) The total overall dimension does not exceed 60 feet.
(B) The towing vehicle is a properly registered vehicle capable of towing another vehicle using a fifth-wheel type assembly.
(C) The second vehicle in the combination of vehicles is a recreational vehicle that is towed by a fifth-wheel assembly. This vehicle must be properly registered and must be equipped with brakes, regardless of weight.
(D) The third vehicle must be the lightest of the 3 vehicles and be a trailer or semitrailer designed or used for transporting a boat, all-terrain vehicle, personal watercraft, or motorcycle
(E) The towed vehicles may be only for the use of the operator of the towing vehicle.
(F) All vehicles must be properly equipped with operating brakes and safety equipment required by this Code, except the additional brake requirement in subdivision (C) of this subparagraph (5).
