Unleashed dogs in campgrounds: A solution

When the rules are very clearly stated, there remain many campers whose dogs remain the exception. These dogs are special and don't need to abide by the rules. Recently, at a NFS park, the host told me that an unleashed dog had viciously attacked another dog and bit a ranger. My leashed dog has been threatened by larger, unleashed dogs more than once in the past month and I have told the owners their dogs would be pepper-sprayed if they didn't call them off. (I know it's not the dogs' fault and I would much prefer to pepper-spray the owners. :D)

So...the camp host or ranger should, after warning the offending campers once, call the county animal control to impound the dog/dogs. The owners could then pay a hefty fine to get their pets back and the county could pick up some needed revenue. :)
