No, most state legislatures have already passed the leash laws. It is up to the park rangers and local sheriffs to enforce them. WE DON'T NEED MORE LEGISLATION.
EDIT. Unfortunately, the laws are just used to assign blame, if an incident occurs and are rarely enforced.
