Yes, even your perfect dog should be leashed ALL the time when it is outside except in a fenced yard or a designated off-leash area. 1) Having any dog unleashed tends to make other owners realize the leash laws/rules are not enforced. That turns into "everybody does it, so why not me?" even if they own a big, aggressive dog who "never does anything wrong." (My response to that is "Of course not, at least not until the first time they do.") 2) If your dog is unleashed and an aggressive dog comes after it, you are powerless to do anything to protect it without inserting yourself into the middle of snapping dog teeth.
