When you are in a Forest Service campground 10 miles from the highway and 40 miles from the county seat, even if there is a county "animal control officer" he or she is NOT going to bother responding to your call, assuming you even have cell service to make the call!
There probably isn't a Ranger within reach, either.
There often is a "camp host", quite possibly a volunteer or hired by the campground concessionaire, and his authority is usually limited to cleaning restrooms, collecting fees, and selling firewood. He may be able to evict rule breakers, if he wants to bother.
