Cellular carriers have the capability to easily blacklist stolen phones, by blocking the IMEI number. They simply choose not to do so, for some reason. Probably some corporate lawyers telling them they could be sued for one reason or another if they started blocking phones.
Until this changes, it's everyone for themselves. Protect your property at all times.
