The reason was because they said so. They are there every day the OP is not. OP's choice was to stay or leave and I would see no reason to give money back.

absolutely. I am sure that the park management has had more experience as to temperature variations/swings in that area and is acting proactively. and they gave plenty of notice so folks could fill their water tank. If the campers had any sense they would disconnect and drain the hose themselves and not have to be told to do so. nothing is funnier than seeing a bunch of people trying to thaw out their hose in the morning after a cold snap.
