does your rig have the valves and a short length of clear hose for winterizing? Double check the valves again on the HW tank, confirm all taps are off and suitable water in tank. Now switch valves to winterize and try to suck water out of a bowl into the winterizing hose. You can even pour water into that hose and blow on it as the pump runs...this sometimes works. they should self prime, but in my experience sometimes they dont.
