Ram's tow rating is the total rating, there are other hitch specific ratings.

Bumper
1,700/17,000
5er
5,000/25,000
Gooseneck
6,000/no limit withing GCWR.

5er or Gooseneck is recommended above 12K, but not required until 17K.
