And then there are the pedestrians who approach the crosswalk, see an oncoming vehicle that has stopped for them, as required by law, and stand on the curb waiting for or signaling for the driver to proceed. That one rankles me more than the pedestrian exercising his legal right of way, because it eliminates any frame of reference about what to do. Do I wait and insist that he exercise his right of way; do I proceed and run the risk that he will dart out in front of me?
I also have encountered countless drivers who don't have the foggiest notion of who has the right of way when two cars arrive at a four way stop simultaneously. I think what we have is a combination of people being poorly educated and/or willfully ignorant of the law, which is only provided so that people do have a set of rules to keep them all safe.
BTW, it has always been the case in Oregon, in the 54 years that I have had a driver's license, that pedestrians have the right of way.
