I grew up in Chicago and it was understood pedestrians had the right of way when they were in a crosswalk and that was that. I routinely stepped out in front of traffic if it wasn't too close; I understood the need to give them reasonable room to slow down. But I expected them to slow down or even stop.
When I was in high school I worked nights on the Tribune delivery trucks and I crossed lower Wacker Dr. to get from the docks to the Billy Goat by stepping right out into the crosswalk---if you didn't demand it you'd never get across. I'd look the oncoming drivers right the eye, they always slowed down.
