I traded one (manual transmission 2001 Ranger) to a local used car dealer in February, with towbar. I bought it from a different used car dealer, ready to tow, with towbar, in 2006. So they are out there to find.
Neither dealer advertised the truck as ready to tow, it is not something most dealers want buyers thunking about, narrows the market too much, raises suspicions for non-towing buyers, thus this attitude makes them hard to find.
Brand new vehicle set up to tow? I don't think any dealer does this, there are too many options and "ready to tow" means too many different things to different buyers.
