For all those folks who want to get worked about this, just consider that there are many thousands of migrants workers scattered all across our state who are living in worse conditions, doing worse things with their sewage than what the OP is suggesting. Not trying to justify, but to suggest that he's automatically going to encounter all kinds of regulatory trouble or fines is just silly.

So basically, your point is he's not doing anything wrong unless he gets caught. People aren't getting worked up about anything - it's just that most people have a good sense of right and wrong and let that guide their actions.
