Lets see, If National Parks have banned them, can I, if I am not on Nat'l Park property, fly a drone over Nat'l Park property and take video of ranger Smith in the fire tower? Can ranger Smith confiscate the drone if he can get it down? If I don't own the airspace over my house and can do nothing about a drone over my house then is it logical to think that there is nothing ranger Smith can do about it either as long as I, the operator, am not on park property?
RV parks are usually private property and owners will start banning them. If that happens then all you have to do is not be on their property to fly over their property, right? How considerate. And that, folks, is what is lacking in people today, basic consideration of others. People have become so self absorbed that they say screw you if you don't like it. The "selfie" culture? The epitome of self absortion.
