The last few times I have had someone camp next to me and play their music outside, they have actually come over and asked me to let them know if their music bothered me. Each time, they kept their music at a reasonable level so that it was not annoying or distracting to me, yet enjoyable for them.
But, I pick my campgrounds carefully for the trip dates. I don't do campgrounds within 1-1/2 hours of a major urban area between April and September. Those are saved until the cold months so that I don't get the partyers. In the warm months, I go further up into the mountains and stay away from large campgrounds with boat ramps and general stores. That seems to keep me around folks with similar wants for camping - a chance to get away, enjoy the outdoors, and not be harassed by neighboring campers for enjoying it their way. Folks don't tend to complain about one another's campfires, music, conversations, activities or lack thereof, etc. - they're too busy enjoying their own.
