When the local Child Protective Service officer heard about it she came storming over to their house and said if they did it again they would lose there kids and end up in jail. So, they don't discipline the kid at all anymore and he runs wild.
Oh, and the local Child Protective Services Officer doesn't have custody of her own kids. She lost them because she was not a good enough parent. :h
Seems like an excuse not to discipline the kids. There are lots of other options for discipline besides spanking but they take more effort. They were told not to spank the kids so they just don't do anything. Seems to me it's not the authorities that have the problem there.
