Authorities learned from Hurricane Rita that evacuations are not efficient when long towed vehicles are on the road. They would have discouraged people from moving RVs in the evacuation traffic.
Another point.
There has NEVER been a storm that dropped this much rain on the area. Areas have flooded that have never been flooded in the past.
The previous worst storm was almost 20 years ago. A lot of people who thought their RV / house / business were safe turned out to be wrong. A previous high reading of 8.5 feet above flood stage was eclipsed by a reading of 13.5 feet. That is xtra 5 feet of water was flooding places several miles from the creek. It was flooding places completely out of the flood zones.
My brother recorded 18" of rain at his home in a five hour period hour period Saturday night. Overall he had 47 inches of rain over 3 1/2 days.
