- TerryallanExplorer IIActually a perfect example of why you balance the trailer. The trailer with the vehicle on it is WAAAAY out of balance, causing all the sway, causing the TT to follow it.

If set up right it can be safe to double tow ball to ball. This was not set up correctly.
I personally would double tow ball to ball but I would make sure the first trailer was at 20% tongue weight before I added the second trailer. For the second trailer I would shoot for 10-15% tongue weight. I would for sure make sure that the trailer was the right size for the load and would make sure the heaviest part was in front of the trailers axles (plural on purpose)

Actually, bumper-pull to pumper-pull is legal in Indiana. I've seen it several times. - old_guyExplorerplus the back trailer is only a single axle.

- CaLBaRExplorerAll I can say is WOW!!! Illegal, dangerous and not too smart. I sure hope he was pulled over and nobody was hurt by the ignorance of that person. It was even moving the truck so not sure how the driver didn't know there was a problem let alone looking in the mirror.
