Do businesses ignore those laws and hire people in your situation? absolutely, it is not an issue not actively pursued unless there are complaints.
Should businesses hire as you propose? Legally no, morally it is a bit ambiguous. Those laws are there to protect American workers, every worker hired by companies circumventing those laws do some harm to the workforce. Will the US economy collapse and unemployment skyrocket if a business took you up on your terms? No!
