No Way. We pay all our employees. Like I previously posted, accepting work, providing anything of value and not reporting that income, not meeting minimum wage requirements, and it the case of the OP, not verifying that the employee meets the legal requirements to work in the United States, are all violations of federal law.
Yes, many parks do exactly what the OP describes. I doubt more than a handful have ever gotten even a slap on the wrist. But I have a low tolerance for risk. If one of those under the radar employees ran over a child with the lawn mower I would be sued into oblivion and my insurance is probably going to fight it, saying they only cover actions of employees and the guy mowing the grass wasn't an employee. If one of those off the books employees got injured, the state is coming after me for violations of workman's compensation laws as well as making me responsible for all the medical costs.
There are a thousand ways I could make more money by simply ignoring a few laws. I could easily pocket cash payments and lower my tax burden. I could run clearly personal expenses thru the businesses and have greater tax deductions. I could underreport my lodging and sales tax collections to the state and pocket the difference. No one would ever catch me if I just did all my electrical and plumbing work myself, even though the law requires the work be done by licensed electricians and plumbers. But I like to sleep well at night and knowing I did the right thing helps in that regard.
