Well, unless they start building nuke plants at a good clip, someone somewhere will have to burn something to produce that electricity. Wind and solar isn't going to supply enough to replace half the fuel burners on the road. If they divert production for more power plant fuel, there will be less gasoline and propane.
The majority of the electricity in the US is supplied by natural gas fueled power plants, followed by coal fired plants.
