Pure water doesn't conduct electricity, salt water does. The salts come from the soil / fertilizer / elements / plant material in the ground and the environment.
As mentioned above, proper waterproofing is needed along with enough elevation of the receptacle to keep the rain from splashing up (along with soil salts) after the rain hits the ground.
