He is likely way under the tire load rating of the van's tires.
I can almost assure you that this van was set up by Can Am RV. They match these trailers to the tow vehicles. They really focus on set up of the Receiver hitch and the WD hitch. Also they match the trailer to the vehicle.
Notice the overall trailer hight? Aerodynamically this 31 ft surveyor at 9.5 ish ft high is much easier to tow than a 19 ft long 11 ft high standard travel trailer.
The Van has a 285 hp Pentastar V6 in it. Power is not a problem .... at all... These vans also have heavy duty cooling systems so temps are not a problem.
As far as the hitch... This isn't some uhaul bolt on deal. It looks something like these below
Nice looking set up, I would love to tow something like that with my current 14 Town and Country.
