Nope .... they can't and/or won't .... try as they may.
It took me years to learn just the right ways to do real tank top offs on our 4X4 pickup, our daily driver sedan, and our RV. I'm convinced that the methods are particular pump mechanism dependent and particular vehicle (not model, or model year) dependent - no general techniques or training will suffice.
Of course if Oregon wants to have local station experts plug in an EV refilling cable in the rain - then they are welcome to it. I have been electrical shocked before ... and it's far worse than gasoline spills on the clothing. :)
By the way ... aren't a whole bunch of Oregonians ex-Californians? If so, I'm too polite to talk about why folks wind up having to, or wanting to - move.
