Don ... take a look at the right hand pictographs way down at the bottom of this page link. Since Smart Battery lithiums can be used down to -50C, would it not be valid to assume that they can also of course be recharged way down there at low temperatures? If so, perhaps it means that the Smart Battery built-in battery management system is a pretty good one:
