I think it depends on who you're explaining it to. I'm ok with bundling the pf as an inefficiency. The problem is that both the generator and converter manufacturers try their best to hide that it exists. One person who doesn't understand beyond watts=volts*amps might accept "trust us there's more to it", while another might stick to the official specs and be skeptical. I'd be in the skeptical category. All because the manufacturers use a technically correct but very misleading measuring unit just to make the product look better than it really is.
