RVP/Airxcel/Coleman has a "Mach Two-Ton Plus" Basement A/C that uses two "stages" for cooling. Here's the Owner Manual and it says the second stage needs "enough power."
I found the Service Manual for one of these systems, and it said it uses "Two 20A Circuits" and the Wiring Diagram shows Circuit 1 and Circuit 2 supplying it. A Black "Hot" and a White "Neutral" for each. No mention of even a Ground, let alone what supplies each Circuit. Link to to a Two-Compressor Service Manual
Since you (EDIT) CANNOT run 20A x 2 on a 30A service, logic tells me that your 30-to-50 adapter is supplying only ONE of the two supplies to the A/C. In other words, your A/C capacity is 12000 BTU max, not the full 12000 x 2 or two-ton/24000 BTU.
